Michael Plunkett, President and Chief Executive Officer of the Association for Postal Commerce

This fall the Postal Regulatory Commission will complete its Congressionally-directed 10-year pricing review to ensure that Postal Service competitive products cover attributable costs and an appropriate share of institutional costs, and prevent subsidization of competitive products by market-dominant products.

Earlier this year, the Association for Postal Commerce submitted comments for this process reminding the Commission of the potential harms to customers who rely on market dominant postal products. These dangers include cross subsidization and predatory pricing, as well as other, indirect effects from disruptive changes during rapidly-changing postal market conditions as we are presently experiencing.

Mr. Plunkett’s extensive career as a Postal Service executive and economist prior to joining PostCom helps inform his perspective on implications for consumers.
