Dr. Robert Cohen, former Postal Regulatory Commission Chief

Robert Cohen, former Director of the Postal Regulatory Commission’s Office of Rates, Analysis and Planning, will lead a discussion based on his recently-published research on postal costing methodologies, and on the big-picture policy implications for postal consumers.

Measuring Postal Service costing has been the focus of important research by Dr. Cohen and others published by the PRC in recent months, and over the past year by the Postal Service’s Inspector General.  The ways costs are attributed to specific products have major implications for pricing, and ultimately for the Commission’s work on assigning responsibility to pay for them without allowing cross-subsidies between products.
